ADVERTISEMENT OF REQUEST FOR QUALIFICATIONS-DESIGN-BUILD HOWARD BEND LEVEE DISTRICT CREVE COEUR CREEK OUTFALL IMPROVEMENTSHoward Bend Levee District (Owner) is requesting Qualifications Statements for the design-build Project indicated above. Qualifications Statements for the design-build Contract will be received by Karen Frederich at ksfrederich@hornershifrin.com until December 4, 2026 at 2:00 p.m., local time. An email confirming receipt will be sent. Qualifications Statements received will be privately opened and read. The Work generally includes the following: furnishing all necessary Design Professional Services, Design-Builder's preconstruction services for management and procurement, Construction, and other Work (if any). The Construction is expected to include: a new gravity outfall, a 500-cfs pump station, and modernization of the existing outfall structure. The project is financed through the Missouri State Revolving Fund, by the Water and Wastewater Loan Revolving Fund and federal Capitalization Grants to Missouri. The anticipated budget for the Project's design-build Contract is approximately $21-million. The Work, including Design Professional Services and Construction, has an expected substantial completion date of April 30, 2029. Design-Builder will be selected using a three-step process in accord with RSMo Section 67.5060: (1) solicitation of Qualifications Statements and establishment of a short list of prospective Proposers, followed by (2) short-listed prospective Proposers will be invited to submit a detailed Technical Proposal, and (3) Price Proposal, in accordance with a future Request for Proposals (RFP).
