NOTICE OF PUBLIC HEARINGNotice is hereby given that the City of St. Charles, Missouri will conduct a public hearing before the Planning and Zoning Commission on Monday, July 13, 2026, at 6:00 p.m. and before the City Council on Tuesday, August 4, 2026, at 7:00 p.m. on the fourth floor of City Hall, 200 North Second Street in the City of St. Charles, Missouri for the purpose of giving interested parties and citizens an opportunity to be heard on the following matters:
1. Case No. CU-2026-15. (The Bee Garden Center, LLC - Greg Stinson) An application for a Conditional Use Permit per §400.480 for a temporary retail sales use (seasonal garden/produce, and food trucks) within the C-1 Neighborhood Business District located at 749 S Duchesne Drive. The subject property is located in Ward 9. This application was TABLED at the June 8, 2026 Planning & Zoning Commission meeting.
2. Case No. CU-2026-18. (Good Day Farm - Regan Etheridge) An application for a Conditional Use Permit per §400.230(C)(1)(a) for In-Vehicle Sales/Service (a marijuana dispensary drive-through) within the "C-3" Highway Business District, located at 301 Little Hills Expressway. The subject property is located in Ward 1.
3. Case No. CU-2026-00. (Octavio Ruiz - El Huisache LLC) An application for a Conditional Use Permit per §400.220(C)(1)(a) for liquor sales associated with a meeting facility within C-2/WHP General Business District and within the Wellhead Protection District located at 3823 Elm Street. The subject property is located in Ward 7.
4. Case No. Z-2026-17. (Tim Breheny) An application to annex and establish the zoning for 0.35 acres (more or less) located at 1020 Meadow Lane, from St. Charles County "R1E" Single Family Residence to the City of St. Charles "R-1E" Single Family Residential District. The subject property is located on the east side of Meadow Lane and south of Veterans Memorial Parkway. The subject property will be located in Ward 6 upon annexation.
5. Case No. Z-2026-11. (JSS Land Development, LLC) An application to annex and establish the zoning for 11.13 acre tract of land located on the western side of Hemsath Road and approximately 230 feet south of Bluestone Road, from St. Charles County "R1E" Single Family Residence to the City of St. Charles "R-1E" Single Family Residential District. The subject property is located in Ward 4.
6. Case No. Z-2026-12. (JSS Land Development, LLC) An application to rezone an 11.13 acre tract of land located on the western side of Hemsath Road and approximately 230 feet south of Bluestone Road, from City of St. Charles "R-1E" Single Family Residential District to PD-R Planned Development - Residential District. The subject property is located in Ward 4.
7. Case No. Z-2026-18. (Bax Engineering) An application to rezone a 5.85 acres (more or less) tract of land, known as 936, 940, and 948 Hemsath Road, from "C-2" General Business District to "PD-C" Planned Development - Commercial District. The subject property is located in Ward 4.
8. Case No. Z-2026-19. (Bax Engineering) An application to annex and establish the zoning for an approximately one (1.0) acre tract of land located, known as 1960 S. Old Highway 94, from St. Charles County "C2" General Commercial District to the City of St. Charles "C-2" General Commercial District. The subject property is located in Ward 4.
9. Case No. Z-2026-13. (Mike Burkhart - VE Design Management) An application to rezone an 11.72-acre (more or less) tract of land located on the north and south side of Lynnbrook Drive at the intersection of S. Old Highway 94, from "C-2" General Business District to "R-3A" Multiple-Family Residential District for a proposed 210-unit apartment complex. The subject property is located in Ward 4. This application was TABLED at the June 8, 2026 Planning & Zoning Commission meeting.
10. Case No. Z-2026-14. (Larson Development, LLC) An application for the annexation and establishment of zoning of an overall 5.75-acre (more or less) tract of land located at 1704 Muegge Road, from County "R1E" Single-Family Residential District to City "R-1E" Single-Family Residential District. The subject property will be located in Ward 5 upon annexation. This application was TABLED at the June 8, 2026 Planning & Zoning Commission meeting.
11. Case No. Z-2026-15. (Larson Development, LLC) An application to rezone an 8.39-acre (more or less) tract of land located at 1704, 1710 & 1712 Muegge Road from "R-1E" Single Family Residential District to "R-3A" Multiple-Family Residential District. The subject property is located in Ward 5. This application was TABLED at the June 8, 2026 Planning & Zoning Commission meeting.
12. Case No. Z-2026-16. (Larson Development, LLC) An application to rezone an 8.39-acre (more or less) tract of land located at 1704, 1710 & 1712 Muegge Road from "R-3A" Multiple-Family Residential District to "PD-R" Planned Development - Residential District for a proposed 50-unit attached townhome development. The subject property is located in Ward 5. This application was TABLED at the June 8, 2026 Planning & Zoning Commission meeting.
13. Case No. TA-2026-03. (City of St. Charles) An application to amend Chapter 400 Zoning Code of the Code of Ordinances, specifically to permit "recreational vehicle storage" within the "C-2" General Business District.
